Randy Barker is Professor Emeritus from Cornell University in the Department of Applied Economics and Management (formerly Ag. Econ.). He has spent approximately half of his career conducting research and teaching in Asia. He served for thirteen years at the International Rice Research Institute in Los Banos, Philippines (1966-78 and 2007 -2008) and nine years at the International Water Management Institute in Colombo, Sri Lanka (1995-2004).
